Srinagar, October 01 - The government have ordered for closure of offices for moving down to Jammu in connection with annual darbar move from Srinagar to Jammu on Friday, 29th October 2004.
As per the order the offices will close on Friday, 29th of October 2004 (AN) at Srinagar and shall reopen at Jammu on 9th of November 2004 (FN). However, the offices observing 6 days week shall close on Saturday, October 30, 2004.
All the departments will ensure that records are packed in boxes after working hours on last working day. The departments will send their advance parties consisting of one Gazetted Officer and 4 to 5 Non-Gazetted employees on October 25, 2004 (FN) who will receive records at Jammu.
According to order 31 departments will move in full while 37 in camps.
SRTC was ordered to make available sufficient number of buses in good condition for transportation of Jammu based employees on October 30 and 31 and for Kashmir based employees on 7th and 8th November 2004. The booking of buses should be for the destination of the employees wherever feasible. Tickets should be issued by SRTC in advance from October 25, 2004 both from Civil Secretariat and from main booking counters of SRTC. SRTC shall also make available trucks for shifting the records to Jammu. The trucks should be requisitioned by the departments from SRTC and the departments shall draw advance for meeting carriage and package charges. The trucks should be allowed to enter the Secretariat premises after 5 p.m on October 29, 2004. Loading of trucks shall commence on October 29 after office hours and continue on the October 30, 2004. Loading of records in the offices located outside the Secretariat premises observing six days week shall take place after working hours on October 30. Loaded trucks shall leave for Jammu on October 31, 2004 in convoy.
It was also ordered that the health department shall arrange medical aid facilities at Qazigund, Banihal, Ramsu, Ramban, Patnitop, Kud, Udhampur, Jajar Kotli on the days when employees will be on move to Jammu.
All the departments have been directed to ensure properly locks of record boxes and keys should reach to the advance parties at Jammu well in time. The SSP security was asked to furnish list of defaulters in this regard to the Principal Secretary, General Administration Department at Jammu while SSP security, Srinagar was ordered to supervise packing and loading of records of the offices located outside the Secretariat for security point of view and issue clearance certificate to drivers for inclusion in the convoy.
Director General Police has been instructed to issue guidance to the Police department to escort the employees and records convoy all along the route upto their respective destinations and ensure that the move convoy be given precedence in crossing the Jawahar Tunnel.
It was also ordered that no moving employee should occupy any Government, E.P or Municipal residential accommodation except under proper allotment order. Employees having ration cards at Srinagar can obtain surrender certificates after surrendering their ration cards at Director CA&PD, Srinagar. Desirous employees who moves without family can retain their ration cards here for winter season and employees can retain their government accommodation for bonafied use of their families under intimation of Estates Department.
It was ordered that salary for the month of October should be drawn on October 25, 2004 in favour of the move employees. No leave should be admissible in combination and continuation of move days except in very exceptional circumstances as admissible under rule.
